Summary of Changes to the Electricity Act, Electricity Regulations
The Energy Safety Review Bill was passed in November 2006 and the Electricity Amendment Act 2006 published in December 2006.
Electricity Act
Brief summary of changes:-
- Definitions of serious harm and other items added
- Requirement for electricity generators and electricity distributors to have safety management systems
- Changes to definition of prescribed electrical work (to include inspection, testing and design)
- Changes to restrictions on who can do prescribed electrical work
- Changes to the classes of electrical registration / licences that may be obtained
- Requirement “that a person must not sell any works, installation or appliance that is not tested according to the electricity regulations” – may affect selling of houses and 2nd hand electrical goods.
- Changes to power of entry (by Secretary or appointed representative)
- Provisional licence changes
- Competence programmes – where application for or renewal of licences is required (under certain conditions).
- Changes to offences and fines (increased amounts)
- Energy Safety includes electrical, plumbing and gas-fitting
- Changes to employer licence requirements
- Powers of inspection
- Requirements of the Electrical Workers Registration Board and Electrical Workers Licensing Group and responsibilities of licensed electrical workers (current address details etc).
- Changes relating to powers (of Secretary) relating to complaints and investigations and disciplinary actions.
- Infringements (instant fines etc).
