New Regulations and Wiring Rules to apply from 1st April 2010

The citation date for the new Electrical (Safety) Regulations 2010 and the introduction of The Wiring Rules (AS/NZS 3000:2007 + amendment No. 1 and a number of companion standards) is the 1st APRIL 2010.

There will be some changes in day to day electrical installation work, for most on the tools, the most important changes are:-

  • the use of RCD in domestic installations, will mean some small additional changes to current practices;
  • the location of most, but not all, technical requirements for electrical installations are now contained in the Wiring Rules, and the requirements of the whole of the Wiring Rules are now mandatory;
  • new forms for certification of electrical work, these will also require additional information.

To give a brief update on what will be changing on the 1st April 2010, Alan Cuthbert will give a short talk on the key changes so that you will be up to date on the key changes at the next branch meeting. A detailed more presentation will be given later as more detailed information on new forms and the new licensing arrangements are released.

This update will only be basic essentials of the changes that the new Electrical (Safety) Regulations 2010 will are effective 1st April 2010.

Orders for the Wiring Rules

To those who have ordered and paid for a copy of the Wiring Rules (AS/NZS 3000:2007) these will be dispatched by parcel post around the 19th March.

Refresher courses

There will be 2 refresher courses this year, for those who the expiry date for a refresher course expires this year. It should be noted that the new Electrical (Safety) Regulations 2010 do NOT change the existing arrangements for refresher courses.

The dates are THURSDAY 27th May 2010 and THURSDAY 10th June 2010 commencing at 6.30 pm for registration with a course start time of 6.45 pm sharp. Expected finish time, 10.00 pm (approx), as for previous refresher courses, all EWRB requirements will be completed in one evening.

It is essential that you make a booking for a course, contact Alan Cuthbert telephone 383 8550 or Harold Knight telephone 562 7301. A confirmation letter giving course location, reporting time and what to bring will be emailed or posted to you.

LAST CHANCE TO GET A COPY OF “THE WIRING RULES” (AS/NZS 3000) AT A

REDUCED PRICE

One of the prime objects of the New Zealand Electrical Institute since it’s inception in 1935 has been “To advance the science and knowledge of electrical engineering”, and it is considered that a good knowledge of the applicable electrical legislation meets this objective.

To assist in this objective, Wellington branch is arranging to supply a copy of the WIRING RULES (AS/NZS 3000:2007 including amendment No 1) at a reduced price of $75.00 (GST included) to each financial member. This offer closes 28th February 2010.

The retail price of AS/NZS 3000:2007 (including amendment No. 1 is $168.55 (GST included)).

There will be some conditions to obtaining a copy at a reduced price of $75.00, this are:- Only one copy per financial member will be supplied at the reduced price, and

The member must have paid the 2009-10 subscription, and any arrears from previous years, with an

$75.00 cheque payment with order, (Payment may be included in your subscription payment by cheque, if desired), and

Provide a address to which the purchased Standard can be delivered to you by parcel post, and

All delivery of the Standard AS/NZS 3000 to take place before to the citation date of the new Electrical (Safety) Regulations 2010.

General comments

The likely citation date for the new Electrical (Safety) Regulations 2010 regulations and use of The Wiring Rules (AS/NZS 3000:2007 + amendment No. 1) is early 2010; an actual date announcement is expected to be made very soon. However the technical changes are only minor, so for most on the tools, RCD use will remain with some small changes, the major changes will be the self certification arrangements on a new type of CoC.

Refresher courses

There will be a limited number of refresher course this year, details of a limited number of refresher courses will to be run in May/June 201 0.will be made next month.

AUGUST MEETING

The August meeting was a general meeting, with a report from the Institute half yearly Council meeting. The discussion on the proposed Electrical Safety Regulations 2009 was not able to be held as the draft regulations had NOT been released.

SEPTEMBER MEETINGS

Wellington Railway A Box visit

The visit to the Wellington railway yards A box has had to be postponed, due to the progress being made on the upgrade project. A full shutdown of the Wellington railways yards has now been programmed for the weekend of 5th and 6th September, to transfer all signalling control to a computer based system, and a visit during this changeover period was not practical.

Arrangements for an alternative date in October are being made, but the date can’t be fixed until after the changeover has been completed, so as to avoid another shut down weekend at the Railway yards.

September branch meeting

This meeting had been postponed because the A Box visit was to have taken its place. The proposed Electrical (Safety) Regulations 2009 have NOT, to date, been released for public comment, and there is no firm indication when they will be released. In view of the uncertainly of release of the regulations draft, it has been decided that the September branch meeting will not proceed.

October 2009 meetings

For October it is proposed that 2 meetings be held, firstly a visit to Wellington Railway yards on a date to be fixed, and the second, being a Branch meeting to discuss the proposed Electrical (Safety) Regulations 2009 exposure draft.

November meeting

Advance notice of the Annual General Meeting 18th November 2009.

This will be the final meeting for this year. Meetings resume in February 2010.

General comment

Late 2009 and Early 2010 is to be a period of some major changes in the electrical industry. This will be the biggest change since 1993 when self certification of your own work and a new set of Electricity Regulations 1993 1997 regulations were introduced.

The changes this time include the current Electricity Regulations 1997 being revoked and being replaced by the proposed Electrical Safety Regulations 2009, along with changes to the Electricity Act which require a new set Electrical Registration Regulations to enact the Act changes, control the operation of the Electrical Workers Registration Board, a new Complaints process and the title of some classes of electrical registration on your practising licence.

All the technical details of electrical work will only be contained in Standards which have also been revised and are available now. The cheapest way is to use the EWRB Standards access, but you need to use your EWRB key number for access and was contained in your re-licensing pack.

However the technical changes are only minor, so for most on the tools, RCD use will remain with some small changes, the main changes will be the self certification arrangements on a CoC.
